Community Development (CD)

CD provides a basis and strategy for the use of Federal funds granted to Orange County by the Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG), Home Investment Partnership (HOME), and Emergency Solutions Grant (ESG) programs. Consolidated Plan (ConPlan)

The Five-Year ConPlan is a planning document for the use of HUD funds under the Community Development Block Grant (CDBG), HOME Investment Partnership Act (HOME), and Emergency Solutions Grant (ESG) programs. The ConPlan is the product of comprehensive public outreach programs, including participating city community meetings, needs surveys, and consultation with approximately 25 agencies, groups, and organizations involved in the development of affordable housing, and/or provision of services to children, elderly persons, persons with disabilities, persons with HIV/AIDS and their families, homeless persons and households with low and moderate income.

The ConPlan covers the following jurisdictions: County Unincorporated Areas, Brea, Cypress, Dana Point, Laguna Beach, Laguna Hills, Laguna Woods, La Palma, Los Alamitos, San Juan Capistrano, Seal Beach, Stanton, Villa Park, and Metro Cities: Placentia and Yorba Linda.

FY 2020-24 Citizen Participation Plan The Citizen Participation Plan provides a framework and process by which the County's consolidated planning efforts comply with the citizen participation requirement published by the U.S. Department of Housing and Urban Development (HUD).

Analysis of Impediments to Fair Housing Choice and Fair Housing Action Plan (AI)

The purpose of AI is a plan to affirmatively further fair housing opportunities. A Fair Housing Plan and a Fair Housing Certification is required for communities that administer Federal programs, such as Community Development Block Grant (CDBG); Emergency Shelter Grant (ESG); and the HOME Investment Partnership Program (HOME).

The AAP is an annual update of the ConPlan. A complete draft of the AAP is available for public review and comments for a 30-day period beginning in approximately in March of each year.

Consolidated Annual Performance and Evaluation Report (CAPER)

The CAPER is an annual assessment report that identifies the Urban County of Orange’s overall housing and community development accomplishments in meeting the five-year ConPlan strategy that establishes priorities for addressing the identified housing and community development needs. The County is required to provide the public and HUD with an assessment of its accomplishments utilizing federal funds each year.

Permanent Local Housing Allocation (PLHA) Program Application Including Five-Year Plan

The PLHA Five Year Plan is a planning document that states the eligible PLHA activities to be undertaken by the County of Orange for the following five years. It includes the actual amount of the first year and an estimated amount during the five-year plan period. To receive an allocation of PLHA funds, the County must submit the approved plan along with the application to the State of California Housing and Community Development (HCD) Department.
